I guess that depends on how you look at it. The point of BTL was that Xena and Gabrielle's "souls" (i.e. their continuing karma) were always going to run parallel to each other and intertwined at times. By that definition, their essence are, in fact, "soulmates". But if you look at just the point of time that Shakti and Arminestra existed... I would still say yes. We never saw their relationship as it would have developed without Xena and Gabrielle's karmic intervention. Now they may not have been lovers but there was to be some sort of bond between them that would have drawn them close.
